Gary Griggs, Our Ocean Backyard | A disappearing pier

If you had been walking, biking or driving along West Cliff Drive in early 1989, you would have noticed a pier extending several hundred feet out into the ocean from the end of Almar Avenue. This was a temporary structure built to allow the placement of the inner portion of a new Santa Cruz wastewater outfall line. Santa Cruz has been treating sewage at the wastewater treatment plant near Neary’s Lagoon and disposing of the effluent in the ocean since 1928, nearly a century now. Over the years as the population increased, the treatment capacity was expanded in stages to accommodate increased flow from the city and the larger Santa Cruz County...
